With the exception of total vulnerability which could range from 13 to 52, all of these independent variables could range from 1 to 4 in increments of .5. A description of each scale on the continuum from one to four is given on the Index of Vulnerability included as Appendix B. Three additional independent variables were developed from clusters of vulnerability scales. These variables were named Cluster One, Two, and Three. The scales included in the clusters are listed in Table 10.
