We have come to the firm conclusion that the cause of the accident was the overloading of the apron by the rush of the crowd on to the aoron before the Pickstock Street barge was placed in position under the end of the apron. Had they waited on the Richard Sidewalk barge, clear of the ::-pron, until the Pickstock SLreot barge had been connected, the accident would not have occurred. 51.
