The amendments are as follows: 1. Strike out all after the enacting clause and insert the following: That this Act shall be a supplement to the Act of June 17, 1902, and Acts supplementary thereof and amendatory thereto (43 U.S.C. 311), hereinafter referred to as the Federal Reclamation Law, and this Act may be cited as the "Reclamation Reform Act of 1979". DEFINITIONS SEc. 2. (a) The term "Secretary" means the Secretary of the Interior. (b) The term "individual" means any person, including his or her spouse, and including other dependents thereof within the meaning of the Internal Revenue Code (26 U.S.C. 152). (c) The term "qualified recipient" means an individual who is a citizen of the United States or a resident alien thereof or any legal entity established under State or Federal law which benefits twenty-five such individuals or less. (d) The term "limited recipient" means any legal entity established under State or Federal law benefiting more than twenty-five individuals that is re- ceiving water service from, through, or by means of a Federal reclamation project on the date of this Act.
