Activities Chapter 4 Activity 4: Analysis of effects of food pricing and marketing policies 1) Identification of major price distortions (in the past/today) in a specific country and calculation of the "nominal rates of protection" for (a selection of) typical exported and imported agricultural and non-agricultural products. 2) Analysis of priorities/objectives of agricultural sector/food marketing and pricing policies applied in a specific country (giving also due attention to potential/major conflicts among the sector objectives and with objectives of other elements of macro-economic and structural adjustment policies). 3) Trace the effects of agricultural pricing and marketing policies, as applied prior to adjustment, at present/during the transition period of adjustment, according to the proposed concept of agricultural sector price-market liberalisation and institutional reform, of a fully liberalised agricultural pricing and marketing system, on market prices, food production, supply, demand (using Template A4-1 for graphical analysis), and on food security (in national aggregate terms and of specific vulnerable groups). 4) Draw conclusions on the critical implications of market and pricing policies pursued in ongoing adjustment programmes for food security, and indicate where modifications would be required in order to take proper account of food security aspects. -179-
