estimate for the GMRFF obtained by the management council has been set

at 38.6 million pounds of snapper and grouper. This estimate, however,

is based on historical Cuban and recreational catch as well as commer-

cial catch.1 Furthermore, all reef fish stocks are treated as a single

unit stock.

 The management council further estimates that at current levels of

commercial fishing effort as measured by man-days fished, expected com-

mercial harvest of grouper and red snapper will be approximately 16.0

million pounds. Further, the estimated catch by recreational fishermen
