This estimate, however, is based on historical Cuban and recreational catch as well as commer- cial catch.1 Furthermore, all reef fish stocks are treated as a single unit stock. The management council further estimates that at current levels of commercial fishing effort as measured by man-days fished, expected com- mercial harvest of grouper and red snapper will be approximately 16.0 million pounds.
