As I believe you are aware, the Advisory Commission
on Intergovernmental Relations recently solicited the help
of Dr. Donald J. Curran. of your Economics Depart-ant. for a
study we are undertaking of ways to measure the relative

fiscal capacity and effort of particular local areas and
governmentl.

This is a significant project, which promises to
contribute materially to the improve-en: of grant-in-aid
arrangements of both the Federal Government and of individual
States. We are contident that Dr. Currans participation in
the study will help a great deal to insure that it is carried
out successfully.

I want you to know how grateful we are that the
University of Texas has approved Dr. Curran's request that
he be given the opportunity to work with us in this connection.
I do hope that resulting adjustments in your own starting and
academic assignments can be made without undue difficulty.
