In responding, the President has asked me to likewise acknowledge your communi- cation directed to him. The reasoning on the part of the Commission member- ship is far reaching and indeed worthy of intensive study and evaluation. I speak for the President as well as myself in assuring you that the concept as expressed in the proposal adopted by the majOrity of the Commission will be given full consideration, particularly in conjunction with the continuing study being made by this administration in its effort to perfect a more responsive and sensitive welfare program, which in turn would cause a. reduction of the financial burden upon state and local governments.
