C. 20575 Hay 26, 1969 To: Members of the Advisory Commission on Intergovernmental Relations Prom: Executive Director Subject: Critical Resolution by the National Association of Home Builders Attached is a resolution recently adopted by the Board of Directors of the National Association of Home Builders that is Very critical of the Omission. As we understand it, the three legislative proposals that have drawn their fire are two from the Commission's report on Urban and Rural America: Policies for Future Growth calling for authorization for the establishment of a State land development agency (along the lines of Contact Rockefeller's activity in New York). a proposal for mandatory dedication of park and school sites by subdivision developers under certain conditions, and a third recommendation contained in a report of seVeraI years ago relating to documentary stamp taxes. In this recomendation the Commission proposed the vacation of the Federal tax on real estate transteland a pick up of this by the States. The Congress adopted the ACIR recmndatian and most of the States have moved to pick up the tax. Chairman Bryant is in comunication with Hr.
