MEMORANDUM TO: HONORABLE FARRIS BRYANT FROM :MILLARD F. CALDWELL DATE: DECEMBER 23, 1960 Farris: A couple of random thoughts: I note some awakening of interest in Constitutional Revision. I am inclined to think that if I were Governor and about to make an Inaugural Address I might touch on Constitutional Revision but pass it off with the suggestion that recent efforts. such as the revision of the Judiciary Article, have simply served to confuse and obscure the original purposes of the Constitution. And if I, under those circumstances. proposed any comment touching the Merit System I would call for a drastic revision of the pragram based upon careful study and would cite as examples of the evils of the present system the Road Department scandal, the first major scandal in the State's modern historym and the complete breakdown of efficient administration in the Industrial Commission. And I would follow that up by saying that my policy would be to award ability and general merit wherever it may be and eliminate the professional time servers.
