 commission of Hillsborough county" and shall be herein referredto

 r Section 2. The commission shall ,conduct research and study

 Section 3. It shall be the further function and duty of the
 r, commission to draft a plan or plans for the solution of any
 'problem disclosed as a result of such reserach and study whica

 Sale : Section 4. The commission shall be composed of fifteen (15
I members, and initially shall consist of the following named
 ; persons: (List of 15 original members.) In the event a vacancy }
 occurs in the membership of the commission whether caused by
 death, resignation or otherwise such vacancy shall be filled for
I the unexpired term, and the governor of Florida shall appointthe
 successor to such vacancy. t
 Section 5. The commission as hereinabove constituted shall
f meet and organize on or before October 1, 1963 and"shall eletft!:

 from the" commission's research and study shall, when signed
\ by a majority of the commission, be filed with the members of

 September 30, 1964, on which date the commission shall dissolveand

 mission shall provide for the preparation of a reasonable num.ber

 Section 6. In making its study the commission is authorizedto
 call upon the state of Florida or any of its agencies or
 Institutions for any aid or assistance which can be rendered it
 and to call upon !the various departments and subdivisions of
 Hillsborough county and the municipalities therein for assist.

 is in all respects for the benefit of the people of Hills
 borough county and is a proper purpose, and that the commission .
 will be performing an essential and governmental functionin
 the exercise of the powers conferred upon it by this act. This
 act, being for the welfare of the citizens of Hillsborough county,
 shall be liberally construed to effect the purposes thereof.
 Section 8. The expenses of said commission shall be borne by
 Hillsborough county, and there shall be appropriated out of the
 funds of the county sufficient money, not to exceed fifty thous.
 and dollars (50000.00), for the purpose of carrying out the
