Such Standing Orders shall be published in the Gazette and shall come into operation on the date of publication or on such. other date as may be stated therein. 9. (2) Any member of the junior prison staff may be dis- missed or his employment may be terminated at any time by order of the Superintendent, after due enquiry, but any such member may, in accordance with subsection (2) of section 12 of this Ordinance, appeal against such order of dismissal or termination of employment to the Administrator whose de- cision, after consultation with the Public Service Commission, shall be final. (3) A. member of the prison staff who is confirmed in his appointment whose conduct is subject of an enquiry under this section, shall be informed in writing of the charges against him and be called upon to make a written reply to the charges within a period of seven days (or such longer period as may be given). The officer conducting the enquiry shall
