RANDOLPH KELSICK, to administer during Her Majesty's pleasure the Government of the Island of Saint Vincent and its Dependencies, with all the powers, rights, privileges and advantages, to the said office belonging or appertaining, whenever and so long as the office of Administrator is vacant, or His Honour WALTER FLEMING COUTTS, Esquire, Companion of the Most Distinguished Order of Saint Michael and Saint George, Member of the Most Excellent Order of the British Empire, Administrator of Saint Vincent, is incapable of discharging the duties of Administration or is absent from the said Island of Saint Vincent and its Dependencies. II. And I do in such event hereby authorise, empower and command you to exercise and perform in respect of the said Island of Saint Vincent and its Dependencies, all and singular the powers and directions contained in the Letters Patent already recited, or in any other Letters Patent adding to, amending or substituted for the same, according to such Orders and Instructions as the Administrator of Saint Vincent hath already received or may hereafter receive from Her Majesty or from the Governor, and subject to any general or special instructions which the Governor may from time to time think fit to .address to you for your guidance, and the laws of the said Island of Saint Vincent. III. And I do direct that you the said OSMUND RANDOLPH KELSICK shall not continue to administer the Government after the Administrator or some other person having a prior right to administer the same, has notified that he has resumed the administration, or is about to assume it. IV. And I do hereby command all and singular Her Majesty's Officers, all the inhabitants of the said Island of Saint Vincent and its Dependencies, and all others whom it may concern, to take due notice hereof, and to be obedient, aiding and assisting you the said OSMUND RANDOLPH KELSICK in the execution of this my Commission and the powers and authorities therein referred to.
