The following Commission appointing ROBERT MILTON CATO, Esquire, Barrister-at-Law, JOHN MANNING CAVE, Esquire, Superintendent of Agriculture and THOMAS BRERETON, Esquire, Sanitary Superintendent, to be the Commission to enquire into, and report upon, all facts relating to the encroachment on the Water Reserve Lands of the Mamoon Water Supply by unauthorised persons, and all matters appertaining thereto, is published for general information. 2. Any Members of the public desiring to give evidence before the aforesaid Commission are requested to send their names and addresses to the Secretary of the Commission at Government Office not later than Wednesday, the 3rd day of March, 1954. 16th February, 1954. WHEREAS it is expedient to enquire into and report upon, the encroachment on the Water Reserve Lands of the Mamoon Water Supply by unauthorised persons, and all matters appertaining thereto; AND WHEREAS it is desirable for those purposes that a Commission should be issued under the provisions-of the Commissions of Enquiry Ordinance (Cap. 160) : Now KNow YE THAT I, WALTER FLEMING COUTTS, Administrator as aforesaid, reposing full confidence in your zeal, discretion and ability do appoint you the said Robert Milton Cato, John Manning Cave and Thomas Brereton to be the Commission under the said Ordinance to make diligent enquiries into, and report upon, all facts relating to the encroachment on the Water Reserve Lands of the Mamoon Water Supply by unauthorised persons, and all matters appertaining thereto, and in particular- (a) to ascertain what person or persons, if any,.gave permission to clear the said lands or any part thereof and if the authority Igiven by such person or persons was valid; (b) to ascertain what payments, if any, were made in respect of the said lands or any part thereof and by Whom, to whom, and for what purposes, such payments were made; (c) to consider the possible effect of such encroachment on the health of the commliffity a'hKfd ake refo~nrienldations. AND I FURiHER DIRECT that the said enquiry shall be made at the Legislative Council Chamber at the Court House ii Kingstown at 10.00 o'clock in the forenoon on Friday the 5th day of March, 1954, and on such other days and at such other places as you the Commissioners aforesaid shall deem proper and necessary and that you shall make such report and recommnehdatiohs in the premises as may to you seem fit, with all convenient speed : AND I Do HEREEY APPOINT you the said ROBERT MILTON CATO to be Chairman of the Commission and AGNES ELEANOR CATO to be the Secretary of the said Commission to attend the meetings and generally to perform such duties as Secretary as are prescribed by law. -AND I CHARGE AND COMMAND all officers, and all other Her Majesty's loyal subjects in the Colony that in their several places and according to their several powers and abilities they be aiding and assisting you in the execution of this your Commission.
