Customs (Amendment). 1973. or other conveyance is or may be carrying any goods which are:- (a) chargeable with any duty which has not been paid or secured; or (b) in the course of being unlawfully removed from or to any place; or (c) otherwise liable to forfeiture under the customs laws, any officer or constable may stop and search that ship, aircraft, vehicle or conveyance. (2) If when so required by any such officer or constable the person in charge of any such ship, aircraft or vehicle or conveyance refuses to stop or to permit the ship, aircraft, vehicle or conveyance to be searched, he shall be liable to a penalty of five hundred dollars. Power to (3) The Comptroller may direct any officer examine to examine any goods laden or unladen or in- goods Laden tended to be laden or unladen on board or from or unladen. any ship arriving at or departing from the State; and if any person wilfully obstructs any such officer in the examination of any. such goods, he shall be liable to a penalty not exceeding one thousand dollars. (1) Where there are reasonable grounds persons. to suspect that any person to whom this section applies is carrying any article:- (a) which is chargeable with any duty which has not been paid or secured; or (b) with respect to the importation or ex- portation of which any prohibition or restriction is for the time being in force under or by virtue of any en- actment, any officer or any person acting under the direc- tions of an officer may search him and any article he has with him, and if any such person shall upon being questioned by any officer whether he had any goods obtained outside the State upon his person, or in his possession, or in his baggage,
