(2) The Government Electrical Inspector shall enforce any Regulations from time to time made under this Act and he shall have the right at all reasonable times to enter, for the purpose, of insp) eting or testing any electric line or any elec- trical appIratus or works, upon any land or premises to which electricity is supplied or upon which electricity is generated, transmitted or distributed.
