(c) A diplomatic agent who employs persons to whom the exemption p)i ,vided t, r in sub-paragraphi (b of this paragraph does nlt apply shall observe tie obligations which the social security provisions of St. Vincent impose upon employers. (d) The exemption provided for in sub-paragraph (a) and (b) of the's paragraph shall not preclude voluntary p'artici- pation in the social security system of St. Vincent provided that sncLh participation is permitted by the Government of St. Vincent. (e) The provision-s f tli .. pagaph shall not affect bi- lateral or iiilateral agreements concerning sceiel security concluded previously and ,hall noi prevent the conclusion of such agreements in the future. 12. A diplomatic agent shall be exempt from all dues and taxes, personal or real, Government, regional or municipal, except: (a) indirect taxes of a kind which are normally incor- porated in the price of goods or services; (b) dues and taxes on private immovable property situated in St. Vincent, unless he holds it on behalf of the Government of the ITnited Kingdom for the purpose of the mission; " (c) estate, succession or inheritance duties levied by the Government of St. Vincent, subject to the provisions of sub- paragraph (d) of paragraph 17; (d) dues and taxes on private income having its source in St. Vincent and capital taxes on investments made in commer- cial undertakings in St. Vincent; (e) charges levied for specific services rendered; (f) registration, court or record fees, mortgage dues and stamp duty, with respect to immovable property, subject to the provisions of paragraph 2. 13. The Government of St. Vincent shall exempt diplo- matic agents from all personal services, from all public service
