* -;- .*' - SAINT VINCENT. RULES AND ORDERS., 1955, No. 1. RULES FOR THE CONTROL OF THE GOVERNMENT / COTTON GINNERY. (Gazetted 29th November, 1955). 1: Establishment of Board. There shall be established for the management and control of the Government Cotton Ginnery a Board constituted and having powers as hereinafter provided in these Rules. 2. Constitution of Board. (1) The Board of the Government Cotton Ginnery shall comprise the following members:- (i) The Honourable the Colonial Treasurer; (ii) The Superintendent of Agriculture; (iii) The Chairman of the Trade and Production Committee of the Legislative Council; (iv) One representative of the Copra Industry appointed by the Adminis- trator after consultation with persons -concerned in the industry or with any organisation of or representing the industry;. (v) One representative of the Cotton Industry appointed by the Admin- istrator in like' manner; (vi) One other person appointed at the discretion of the Administrator. (2) The members of .the Board shall elect one of their number to be Chairman to hold office for one year and to preside at all meetings of the Board at which he is present. In the absence of the Chairman the Board may, elect a member present to act as Chairman. (3) The Secretary of the Board shall be the Manager of the Government Cotton Ginnery. 3. Functions of the Board. Subject to any general or special direc- tions which may from time ,to time, be given tp the Board by the Governor in Council the Board shall have 'and exercise the following' functions:- (a) To decide matters of policy affecting the operation of the Government Cotton Ginnery; (b) To draw up and approve estimates of revenue and expenditure; (c) To -regulate conventionally the prices of commodities and products; (d) To regulate wages and salaries of employees; / (e) To draw up and" implement pensions schemes and insurance for securing benefits to employees; (f) To discipline, engage or discharge employees; .
