TOKEN IMPORTS INTO BRITISH WEST INDIES AND BAHAMAS FROM CANADA AND UNITED STATES. * Following discussions between the United Kingdom and Canadian Govern- ient and representatives of the British West Indies which started early last .Slnmmer, arrangements have now been worked out for extending ant amending existing scheme Token Imports" into British West Indies and Bahamas from Canada and United States. 2. So far as Canada's side is concern- ed, as from 1st January, 1952, the list of items covered by the scheme has been expanded to include a much wider range of commodities including food products, leather, metal and textile manufactures etc. Also percentage for exporters' quotas for most of these commodities will be raised from 33J% to 40%. 3. The expanding trade liberalisation .arrangements will as from 1st January 1952 operate differently for the British West Indies and Bahamas trade with United States. Instead of the system -of commodity quotas based on percent- age of past trade, the West Indies and Bahamas will be able to license addition- al imports up to a specified total value. 4. North American exporters should .also benefit from authority recently given by Colonial Governments to intro- duet a system of world open general licence for certain commodities. These -are mainly of a kind essential to Colo- nial Development. The list of goods to which open general licence may be ap- plied cover for example a wide range of finished steel items and semi-manufac- tnred copper zinc and nickel but also include dried, pickled and smoked fish, onions, potatoes, certain animal feed *stu(fs and jute goods. 5. In spite of grave balance of pay- ment position in the sterling area it has been thonuht right to recognize in these ar'nt!gemnents the great importance of -g'ol) commercial relations between the BPtich West Indies and North America and they represent a substantial easing of imports restrictions on goods export- ed by Canada and the United States. 27th December, 1951.
