402 SAINT VI-NCENT, THURSDAY, 27 DECEMBER, 1951.--.No. 67). Among the chief subjects discussed was the Organisation of Regional Re- -search, and proposals were debated which would lead to the better co-ordination of work already started in the various territories, and the exchange of infor- mation and material between them in the following specific fields of animal husbandry, grass legumes, and grassland management, food crop production, the restoration of degraded land, soil andt water conservation, and the provision of a cen Lralized statistical service. The Council also discussed the question of higher Agricultural education and stressed the necessity for finalising arrangements for offering a degree course in Agriculture within the British Caribbean. The question of Plant and Animal Quarantine was debated and recommen- -dations will be submitted to the Governments concerned with special reference to the protection of the area by the provision of safeguards against the intro- duction of pests and diseases. The importance of marine and fresh water fisheries was stressed, and at- tention was drawn to the conference on Fisheries which is to take place next -spring under the auspices of the Caribbean Commission. The need for central -training facilities for subordinate Forestry Officers was agreed on and the view was held that such training could best be carried on at the Farm Institute for the Eastern Caribbean at Trinidad which should shortly le in operation. Among other matters under review were peasant Agriculture and Land Settlement, the possibility of instituting a British Caribbean Agricultural Jour- naland the difficulties in securing qualified and exlerieiicc d staff for Depart- ments of Agriculture.
