 Area A" means the town of Kingstown and within one mile thereof.
 Area B means all other places throughout the Colony other than those
 mentioned in Areas "A :ind C ".
 Area "C" means all the villages of Overland, Sandy Bay, Owia, Fancy,
 Windsor Forest and the SI. Vincent Grenadines.
