Honourable Member for South Windward : I did not get any support in the Select Committee, and so I don't expect any here, but I want my views to be put on record, I feel that if in a small matter as appointing a clerk it has to be done subject to the approval of the Governor, we are not giving these authorities the independence they deserve, and they will not be managing their own affairs. Hughes :' I am in sympathy with the views of the Honourable Member, but I feel that the Village Councils are. not yet grown up, and it is desirable to retain provision for the Governor's approval in this matter.
