Legislative Council (Elections), Ordinance, be entitled to demand and receive a ballot paper and to vote : Provided that nothing in this section shall entitle any person to vote who is prohibited from voting by any Ordinance, -or relieve such person from any penalties to which he may be liable for voting. 79. A candidate may himself undertake the duties which any Candidate may agent of his if appointed might have undertaken, or may assist act in person. his agent in the performance of such duties and may, subject to the provisions of this Ordinance, be present at any place at which his agent may, in pursuance of this Ordinance, attend except when Tn open vote is-being cast. 80. Where in this Ordinance any expressions are used Absence of requiring or authorising or inferring that any act or thing is to be agents. done in the presence of the agents of the candidates, such expressions shall be deemed to refer to the presence of such agents of the candidates as may be authorised to attend, and as have in fact attended, at the time and place where such act or thing is being done, and the non-attendance of any agents or agent at such time and place shall not, if such act or thing be otherwise duly done, in anywise invalidate the act or thing done. 82: The Governor in Council may make rules generally Rules. for giving effect to the provisions of this Ordinance and without prejudice to such general power may make rules- (a) prescribing the remuneration and travelling allowances to be paid to election officers; (b) prescribing the duties of the returning officers and the procedure to be followed in the performance of those duties; (c) prescribing the symbols to be used on every ballot paper and the mode of allocation of such symbols to candidates; (d) adding to, rescinding, varying or amending any of the forms or rules contained in the First or Second Schedules to this Ordinance; (e) prescAbing the niimber of copies of the lists of electors to be printed and the persons to whom and the terms upon which such lists shall be distributed; i'951.
