The Chief Justice may make rules of court for regulating Rules of Court. the -practice in respect of appeals under this Part of this .Ordinance : Provided that all rules of court for regulating .the practice in respect of appeals against the decisions of registration officers made- under any former law and in force at the commencement, of this Ordinance shall, in .so far as they are not iric6nsistent with trle provisions -of this Ordinance, remain in force until replaced by rules made under this Ordinance. ,.PART III. ADMINISTRATIVE PROVISIONS. 13. The..Governor shall appoint a Supervisor of Elections Appointment who shall-- powers and (a) exercise genera direction and supervision over the duties of administrative conduct of elections and enforce onthe,part of all Supervisor elecFion officers fairness, impartiality and compliance with the of Elections. provisions of. this, Ordinance; (b) issue to election officers such instructions as from time to time he may deem necessary to ensure effective execution .of the Provisions of this Ordinance; (c) execute and perform all oth.e powers and duties which by this Ordinance are conferred and imposed upon him. 14. (1) The Governor may from time to time, on the Returning recommendation of the Supervisor of Elections, appoint for each officers. electoral district a returning officer who shall receive such remuneration as may be prescribed. (2) Forthwith upon his appointment each returning officer shall take and subscribe an oath in the' form set out as Form No. 20 in the First- Schedule, and shall transmit such oath to the Supervisor of .Elections. (3) Forthwith upon taking the oath referred to in the last, preceding-subsection, the returning officer shall establish an office in his electoral district 'nd'shall cause an advertisement" to be inserted in a newspaper specifying the place at which he has established his office. 15. (1), The Supervisor of Elections shall appoint an election Election clerk for each electoral district who shall receive such fee for each Clerks. Selection in that district as may be prescribed. (2) Forthwith upon his appointment the election clerk shall take an oath in-the form set out as Form No. 21 in. the First Schedule and shall transmit such oath to the Supervisor of Elections through the returning officer " (3). If at any. time. between the issue of a .wri for an election and the declaration of the result of that election tte returning 1951.
