Area "A" means the town of Kingstown and within one mile thereof.
 Area "B" means all other places throughout the Colony other than those
mentioned in Areas A and C ".
 Area C" means all the villages of Overland, Bandy Bay, Owla, Fanay
Windsor Forest and the St. Vincent Grenadines:
