 Mr. C. Y. CARSTATRS, C.M.G., Assis-
tant Secretary in the Colonial Office,
-who has recently returned to the United
Kingdom from the post of Administra-
tive Secretary to the Comptroller for
Development and Welfare in the West
Indies, has been appointed to sneceed
Mr. K. W. BLACKBURNE, C.M.G.. O.B.E.,
as Director of Information Services.
Colonial Office. The appointment of
Mr. BLACKBURNE as Governor and
Oommander-in-Chief of the Leeward
Islands was announced on May 11th.
Mr. CARSTATTII will lbe taking np his
new duties at the beginning of 1951.
