(d) the erection, control, extension, protection, use and working of the water and electric services and their installations; (e) the rates and charges to be levied in respect of the supply of water and electricity to premises and in respect of any installations made in connection therewith; (7) the time, place and manner for the pay- ment of moneys payable under this Ordinance or under Regulations made thereunder and the mode of collection thereof; (y) the regulation of the use and the prevention of the misuse or waste of a supply of water or electricity; (h) the discontinuance or renewal by a super- intendent of a supply of water or electricity to premises; (t) generally in respect of any matter in con- nection with the supply of water or electricity not otherwise provided for. (2) There may be annexed to the breach of any regulation made under this section such fine not exceed- ing eighty-five dollars and seventy-one cents as the Governor in Council may think fit. 16. Any person who— General Penalty, (a) is guilty of or commits an offence against this Ordinances for which no penalty is specifically provided; or - (6) wilfully obstructs a superintendent or any person duly authorised by him in carrying out the provisions of this Ordinance, where no penalty is specifically provided, shall be liable on summary conviction to a fine not exceeding one hundred and twenty-eight dollars and fifty-seven cents and, if the offence is a continuing one, toa daily fine not exceeding twelve dollars and eighty- six cents so long as the offence continues. 17. All legal proceedings which may be taken Proceedings under this Ordinance may be instituted in the name of rae to ho a superintendent. en,
