WHEREAS by section 3(1) (4), section 4 (1) (6) G) and sectien 4 (2) of the Protection of Trees and Uonserva- tion of Soil and Water Ordinance, 1954 (No. 8 of 1954) it is provided inter alia that— («) subject to the provisions of section 4 of the said Ordinance it shall be lawful for the Governor in Council by Order from time to time to declare any land to be a forestry area for the purposes of the Ordinance; (b) before making any Order under the provisions of section 3 of the Ordinance, the Governor in Council shall satisfy hintself that the declaration of the area under the Order is necessary in the case of a forestry area to prevent the de-afforestation and denudation of land on steep slopes; and (c) before making any Order as aforesaid, the Governor in Council shall request the Superintendent of Agriculture to inquire into the necessity of making the Order, and thereupon the Superintendent of Agri- culture shall hold or shall depute an officer to hold a public inquiry into the necessity for making the Order and the Superintendent of Agriculture or the officer so deputed, as the case may be shall report his findings to the Governor in Council: AND WHEREAS the Superintendent of Agriculture having been requested as aforesaid and having held a public inquiry and reported his findings pursuant to the above- recited provisions of the said Ordinance, the Governor in
