ANTIGUA,. A Vehicles and Road Traffic No. 22 of 195-4, (Amendment). Provided that if a learner infringes or fails to comply with any condition or restriction specified in the learier’s permit while learning to drive on # road, he shall be liable to the penalty prescribed iu subsection (1) of this section as if no learner’s permit had been issued to him,-and the said permit. shall, on his conviction, be cancelled. (8) When granting « learner’s permit for the purpose mentioned in subsection (2) of this section, the Licensing Officer may impose such conditions and restrictions as be may deem necessary for the safety of the public and shall, without prejudice to the generality of the foregoing words, specify— (a) that the learner shall drive upon such roads and at such times as may be mentioned in the permit; and (6) that the learner shall not use a public service vehicle carrying passengers for the purpose of learning to drive; (©) that when learning to drive a motor vehicle (other than a motor cycle) the learner shall have sitting next to him for the purpose of instructing him, @ licensed driver and (d) the motor vehicle shall carry such identification marks as may be specified in the permit: Provided that a learner may appeal to the Board against the refusal of the Licepsing Officer to grant him a learner's permit or ugainst any condition cr restriction imposed by the Licensing Officer, and, on such appeal being made, the Board may make such order as they deem just and such order shall be final and conclusive. (4) A learner and the person accompany- ing him for the purpose of instruction, shall each be liable for any offence committed
