No fee shall be charged for attendance to maternity patients of the labouring class: Provided that midwives not em- ployed in the Government service may charge such feeas may be agreed upon between the parties concerned, not exceeding three dollars. 9. Persons not of the labouring class may be charged from three to fifteen dollars according to the means of the patient and the services rendered by the midwife for attendance in a maternity case.
