Before a licence is issued for the export of clean lint cotton from the Presidency, the Governor in Council shall in consultation with the Association certify his approval of the purchaser of the suid cotton and the price at which it is to be ~ sold. 5. Any person who acts in contravention of section 3 of this Ordinance shall be guilty of an offence and shall be liable on summary conviction to a fine not exceeding one thousand dollars or to imprisonment with or withoat hard labour for a term not exceeding six mouths or to both sueh fine and imprisonment. 6. The Cotton Export Ordinance, 1934 hereby repealed. 7. This Ordinance shall come into operation on a date to be appointed by the Governor by proclamation published in the Gacette.
