Quorum. 16 Virgin Ls'ands Constitution No.7 of 1954, and Hlections, (5) upon his ceasing to be a member of the Council for any reason other than a dissolution of the Council. (3) A person shall, if qualified, be eligible for re-election to the office of Deputy President’ from time to time. (4) The Deputy President may by writing under his hand addressed to the Commissioner resign his office; and, upon receipt of such resigna- tion by the Commissioner, the office of Deputy President shall become vacant. 20. The Commissioner, - if present, shall preside at meetings of the Council, and in his absence the Deputy President or, in the absence of the Deputy President or if there be no Deputy President, the official member present who stands first in order of precedence shall preside. 1. The Governor shall have the right of. addressing the Council at any time when he shall think fit. 22. Except for the purpose of enabling this section to be complied with, no member of the Council shall sit or vote therein until he shall have taken and subscribed the following oath before the Commissioner or some person authorised by the Commissioner to administer such oath:— “T, A. B., do swear that I will be faith- ful and bear true allegiance to Her Majesty Queen Elizabeth the Second, Her Heirs and Successors according to law. So help me God!” __ Provided that any person authorised by law to make an affirmation instead of taking an oath may make such affirmation in like terms instead of taking the said oath. ' 28. No business except that of adjourn- ment shall be transacted if objection is taken by any member present that there are less than five members present besides the Commissioner or other member presiding.
