This series of notes "On Demand" has been initiated to do the latter. It is intended to keep you alert to the possibilities that are developing for project and Support Entity involvement. On Demand #1 deals exclusively with an upcoming project in the Gambia. If you have an interest, please let us know. If you have questions please call either FSSP offices (904) 392-2309 or Ken McDermott (703) 538-454+ THE GAMBIA A Project Identification Document (PID) for "Agricultural Research and Diversification," Project Number 635-0219, has been approved by AID/Washington (AID/W). The Project Paper (PP) will be prepared this summer and will take about seven weeks. The PID is the first document in the project development process. Even if approved, the approval may carry some suggestions to the Mission for modification; so the PID is tentative. Even if it were not modified the PP design could make same modifications. Decision has not been made on who will do the PP. AID/W recamnends the Collaborative Assistance Mode (CAM), in which the same contractor would both design and implement the project. The decision will be made in the Mission. Expectations are that the a project will be implemented by a university, even if otherwise designed. Alternatives for design are these: 1. CAM. Competition for contractor would be complete before design. 2. FSSP 3. IQC (Indefinite Quantity Contractor). 4. PSC (Personal Services Contract). The AID/W project officer would recruit and backstop a team. No matter what alternative is used, decision has been made that Jim Osborne, an AID officer from REDSO (Regional Economic Development Services Office), will be the design team leader. This is consistent with CAM, which involves a three-way collaboration--AID, Host Country, Contractor. Plans calls for a pre-design trip to The Gambia for a senior officer of the Contractor, if the project goes CAM, to make preparations for the design effort (FSSP will plan such a trip if it does the design).
