PREFACE This report was prepared during a five and a half week stay in Malawi between April 17, 1996 and May 24, 1996. Paul Siegel of the World Bank worked closely with the team for four weeks, providing useful suggestions and comments. In addition, Renard Mapemba of EP&D and Ian Kumwenda of MoALD provided generous amounts of their time in spite of very busy schedules to exchange views and perceptions on food security in Malawi.
