- 108 - of the county practical nursing education program. 3.23 Term of Membership. The term of office shall be indefinite, except when specifically prescribed by the county board of public instruction, but under no condition shall it be for less than one year. The chairman of the committee shall be elected for one year, with the annual election to this office occurring at the first meeting of the committee at the beginning of the fiscal year, July 1. All committee members and officers may be re-appointed or re-elected, except when local committee rules call for annual rotation of the chair- manship. 3.24 Duties. The duty of the committee shall be to advise local school authorities on all matters pertaining to the operation of the practical nursing education program. The practical nursing education advisory committee shall act in an advisory capacity only and shall not make or establish school policies. 3.25 Provision for Meetings. 3.25-1 Called Meetings. Meetings shall be at the call of the chairman or the secretary, with the approval of the majority of the members. 3.25-2 Frequency of Meetings. Meetings shall be called when deemed necessary. 4.0 PROGRAM OF IN-SERVICE TRAINING FOR TEACHERS, TEACHER TRAINERS, SUPERVISORS, AND DIRECTORS The State's general plan for providing and supervising teacher training is outlined in Section I of this Plan. 4.1 Purposes. In-service training shall be provided for teachers, supervisors, and other practical nursing education personnel on both the undergraduate and graduate level who wish to pro- fessionally upgrade themselves and who desire to meet the requirements for certification of practical nursing teachers. 4.2 Allocation of Responsibilities for the In-Service Training Function. No federal or state funds shall be allocated to any institution or agency for practical nursing teacher training without the approval of the State Board for Vocational Education.
