222 University of Caifornia Pubications in History tory of the United States in various foreign archives published by the Carnegie Institution of Washington, and to the indexes to records in the National Archives, the Division of Manuscripts of the Library of Congress, the British Public Record Ofice, and the French Foreign Ofiee, all available at the archives named. The Library of Congress now has photographic copies of nearly all the regular series of correspondence of the foreign govern- ments mentioned with their representatives at Washington for the period of this study. This material, acquired through the Li- brary's "Project A" under a grant from the Rockefeller Founda- tion, makes available to students in this country identical copies of a vast collection of records. The Library of Congress and other institutions in this country have transcripts of varying quality of certain other manuscripts at Sevilla. For this study almost all the foreign manuscripts cited have been studied in the archives abroad. The private collections in Spain have not been exploited, but some information has been obtained concerning them. Those of prominent men in this country are well known. The greatest ob- stacle to a complete study of this subject is the fact that the papers of the Adams family are not available.
