the vote by which the amendment of the Senator from Arkansas [Mr. Robinson]
relating to the Florida Canal to the committee amendment was agreed to.

 Mr. HAErSTIs. Mr. President, in accordance with the notice which I gave
earlier in the day, I move that the Senate reconsider the vote of Saturday by
which authority was given to investigate the Florida Canal.
 Mr. BULKLrY. Mr. President, will the Senator yield? I have a minor amend-
ment to offer.
 Mr. ROBINSON. Mr. President, there are a great number of minor amendments
 to be considered. I move to lay on the table the motion of the Senator from
 Delaware.

 junior Senator from Kentucky [Mr. Logan]. I transfer that pair to the senior
 Senator from Rhode Island [Mr. Metcalf], and will vote. I vote "nay." I am

 If my colleague were present, he would vote "nay", and I understand that the
 Senator from Texas, if present, would vote "yea" on this question.

 with the senior Senator from South Carolina [Mr. Smith]. I am informed that
 if present he would vote "yea." If at liberty to vote, I should vote "nay." I
 withhold my vote.
