SzcesrAzY: In the matter of the Florida Canal, statements have been made purporting to be taken from an economic survey of this project made by the Department of Commerce, which are to the effect that the Department has reported the project to be economically unjustifiable. I have studied the report, and I cannot draw any such conclusions from the findings set forth therein. As I understand the matter, the Department made a statistical survey, without reference to the cost of the proposed project, and that this statistical survey was made at the request of the War Department, to be used as one of the bases upon which they might determine the justification of the project.
