I observe here on page 20-Mr. Chairman, If you wish to put in that other report, before we leave that subject, If you wish to put the second report in the record, I have no objection to it, except that we should follow it with the statement in our hearings before our subcommittee by General Summerville, which appears at page 52 of our hearings, subcommittee hearings In connection with this letter from General Summerville, which shows the relation between the first and second reports; but I do not think it is necemary. Senator Commann Very well; we will just include the one report. Senator COPerAnD the Chair Is forced to state it again, and the committee must determine whether or not projects unauthorized by a legislative committee are appropriately added to this bill. I think Senator Glass will probably take the position that they are not. I do not know. But I got into trouble about that last year, and I do not intend to get into it this year, for permitting the committee to report out, with my consent, a bill that had unauthorized appropriations, unless the Appropriations Com- mittee shall take the position which Senator Fletcher strongly urges, and which I think Senator Hatch and Senator Chaves urge, and now Senator McAdoo, to include in the bill projects which are not authorized in accordance with the rules of the Senate. Senator HArTC. Of course, Mr. Chairman, we think there is legislative author- ity as to the project in New Mexico. I take the position, however, exactly that the Senator from Florida [Senator Fletcher] takes. Senator MoAnoo. Will you allow me to finish a statement, Senator? Senator HATCH. Certainly; pardon me. General, my view about these projects authorized by the President is this: I do not think under an emergency appropriation act he has authority to commit the Government to any project beyond the date of the expiration of that act
