No; not adopt it, but reduce the amount and extend it into any class of projects which Congress has authorized, if it appeared in our judgment and discretion that navigation interests demanded the expenditure there at that particular time. Senator Russ.L That is a reduction, a reduction of the amount of work to be done or the amount of money that it actually takes to complete the work as compared with the amount that you have asked for or which has been appro- priated. General MAKBHAM. Both. I can explain that. Senator RUSSeL. Then you could take one of these projects, and divide the money, and you can only complete half of that, and take those funds and apply them somewhere else? General MARKHAM. That is right. Senator RUSSe L. I do not see how you could do that. Senator MoADoo. That is, as long as you do not exceed the Budget allowance. General MARKHAM. We would not exceed the $100,000,000. Senator Russml. I am not talking about your exceeding it. I am talking about transferring it. General MARKHAM. It is a question of a guess to some extent. We may have 5 or 10 percent, or something of that sort of a spread. And that will be applied to other projects which Congress has authorized, to meet the needs of navigation which is determined at the time of distribution of the funds. Senator COP.HAND. I want to ask General Markham why he is talking about $100,000,000, when the bill says $138,677,899. General Pu Lssm Y. The other $38,677,899 is for maintenance, operations, wreck removals, and so forth. Senator CoPAND. That is, you have $100,000,000 for new work? General PLEuasuer. For new work. Senator COPL.AND.
