DOCUMENTARY HISTORY OF THE FLORIDA CANAL 269 Canal, the Sardis Reservoir, the Conchas Dam, the Bluestone Reser- voir, and the Passamaquoddy tidal power project, the bill came to the subcommittee of the Senate Committee on Appropriations. The fol- lowing extracts from these hearings, held March 4 and 5, 1936, relate to discussions of these projects in general and the Florida Canal in particular: WAR DEPARTMENT APPROPRIATION BILL, 1937 UNrIT STATES SENATE, SuBnoMMITEE OF THE COMMIrrr ON APPROPmATIONS, Washington, D. C., Wednesday, March 4, 1936. The subcommittee met, pursuant to adjournment, in the committee room, Capitol, at 2:30 p. m., Hon. Royal S. Copeland presiding. Present: Senators Copeland (chairman), Thomas of Oklahoma, Russell, Over- ton, McAdoo, Townsend, and Carey. Present also: Senators Sheppard, Fletcher, Duffy, Vandenberg, Hatch, and Chavez. STATEMENTS OF XAJ. GEN. EDWARD X. MARKHAM, CHIEF OF ENGI- NEERS; BRIG. GEN. GEORGE B. PILLSBURY, ASSISTANT TO THE CHIEF OF ENGINEERS; AND CAPT. L. D. CLAY, CORPS OF ENGINEERS Senator COPzAND. General, did you get from the House everything that you wanted? General MARKHAM. I would say we have everything that was in our ap- proved estimate included in the bill. Senator FIramma. I think you are mistaken when you say that you have everything that the Budget recommended. General MARKHAM. I did not get the import of the question. Senator COPLAND. I asked, in the first place, if you were embarrassed by the Budget or whether it is coming along with you pretty well. General MARKHAM. Well, we thought not. There is so much authorized and so many things to be done throughout the country that our feeling was that we could have used a somewhat larger figure. Answering your first question, we have sent to you, I think, a communi- cation suggesting that additional to what is approved by the House, or re- ported by the House committee, that you add $8,000,000 at least to take care of three of the projects that are now being developed. Senator COPELAND. How much? RELIEF-FUND PROJECTS General MARKHAM. $8,000,000. That is on page 68, line 21. Is that right? Captain CLAY. Yes, sir. General MARKHAM. We have asked that you include $2,500,000 for Sardis Reservoir. Senator COPELAND. What is that? General MARKHAM. Sardis Reservoir in Mississippi, $2,500,000; Conchas Res- ervoir on the South Canadian River, N. Mex., $3,500,000; Blue Stone Reservoir on the New River, Va. and W. Va., $2,000,000; in all, $8,000,000. That is $8,000,000 of the $29,000,000 that was cast out as covering the five emergency projects that the House committee did not agree with. Senator COPELAND I want to be clear on that, General. Just what are you talking about? What is the item? General MARKHAM. There were five emergency-project items. Senator COPELAND. You mean the Passamaquoddy? General MARKHAM. The Passamaquoddy and the Florida canal, Sardis Res- ervoir, Conchas Reservoir, and Blue Stone Reservoir, the total in our estimate for the five being $29,000,000. Senator THOMAS of Oklahoma. Would you place in the record at this point the status of these projects at this time?
