124 DOCUMENTARY HISTORY OF THE FLOBIDA CANAL Public Works Administration and the board of review for examina- tion. On January 2,1985, the Administration of Public Works had taken no action in the matter and the board of review's report was in the hands of the President. The recommendation of the board of review that the project be constructed as a sea-level canal (instead of a lock type) and not as a self-liquidating project, indicated to the Ship Canal Authority of the State of Florida and to Senator Fletcher the necessity for further study and preparation, and the appropriateness of awaiting a decision by the President and the Administration of Public Works before seeking to further discuss the project before the Board of Engineers for Rivers and Harbors. On January 2, 1985, Senator Fletcher addressed to the Chief of Engineers the following letter: UNrIED STATES SENATE, January 8, 1935. MaJ. Gen. EDWARD M. MAxKzuA, Chief of Bagineers, War Departmet, WaMhngton, D. C. Mr Dmax GORXAL, MaxKna: With reference to the notice issued by the Board of Engineers for Rivers and Harbors under date December 11, 1934, setting January 12 as the time at which the Board proposes to hold a hearing on the waterway from Cumberland Sound, Ga., and Fla., to the Mississippi River, I am advised by the proponents that a considerable extension of time is required to adequately prepare and bring up to date the case for the project in order that it may be presented to the Board. I shall, therefore, appreciate it it the hearing of January 12 is postponed to a later date to be set by the Board after the proponents are able to give notice that they are prepared to appear. I shall be obliged if you will advise me promptly as to the disposition of this matter in order that the authorities of the several States may be notified. Sincerely yours, DUNCAN U.
