This application was received on August 14, 198, and has been disapproved by an independent board of engineers appointed to study this project. It is the opinion of this board that the proposed project would not be self- liquidating. I concur in the conclusion of this board and recommend that this applica- tion be disapproved. PHIIP B. FImINo, Aotin Deputy Administrator. This communication of Major Fleming refers supposedly to the President's special board of review. It is erroneous in that this board did not consider the application referred to and did not dis- approve the project. (See Doc. Nos. 49 and 53.) It will be recalled that at the date of this communication, the application and the project stood of record as approved by the examining agencies of the Public Works Administration. (See Doc. No. 39.) The recom- mendation of Major Fleming was a reversal of the Public Works Administration divisional recommendations, and without reference to their examinations of the project.
