According to a Florida Highway Patrol report, Carl Frannin, 72, was turned into onto US Highway 90, traveling southeast from NE Drew Way At the same time, Dale Curtis Norwood, 24, was traveling west on US Highway 90. Frannin traveled into the path of Norwood and - the right front of Norwood's 1995 Jeep Cherokee col- lided with the left front of Frannin's 1997 Ford Ranger. The Ranger rotated one-half of a turn in a coun- terclockwise direction and came to a final rest in the middle of the roadway on US Highway 90, blocking both lanes of travel. 'The Jeep Cherokee traveled in a southwesterly direction and rotated three-quarters of a turn and then traveled onto the south shoulder. Madison's city commissioners have taken a step toward reducing the number of group homes within its residential zones. By unanimous vote, the board passed the first reading of an ordinance to allow only homes with six or fewer residents inside residential zones, while abolishing an ordinance allowing homes of seven or more residents. The change was approved at the board's regular meeting on April 12. By state mandate, the city must allow group homes with six or fewer residents in an RSF (resi- dential single-family) zone. However, the larger homes are at the discretion of city officials. The board had earlier requested that City Attorney Clay Schnitker formulate an ordinance forbidding the larger groups in Madison's residential areas. The new ordinance will appear for its second reading at the May meeting of the commissioners. Approval at that time will mean that it is passed. The board also approved the selection of Mike Connors to create signs for the historic district. The tournament will be held from 6 a.m. un- til noon and registration will start promptly at 5 a.m. that morning. There will be an entry fee of $40 per boat (with two fishermen) or $20 per fishermen.
