He said federal and state law set legal requirements that he must meet to protect inmate rights, including giving them a balanced diet. But Smith said that doesn't mean he has to coddle them. The inmates in the program are volunteers. They dress in bright orange striped clothing and wear fluorescent orange vests to ensure their safety in traffic. Drivers are required to slow down when they pass the inmate road crew, or they must move to the interior lane on a four-lane highway, according to the Move Over Act. The transport vehicle is lighted by an amber strobe and orange triangle signs mark the work area. Lt. Evan Sullivan said the sheriff's office is working with county code enforcement, landfill and road department as part of the program. The officers in charge of the program are Capt. Mike Sheffield, who operates the jail, Lt. Todd Home, who acts as the sheriff's liaison between the road department and code enforcement, and Russell Hinote, the correctional officer in charge of the inmate crew. Smith said the inmate crew cannot clean private property. The crew's sole responsibility is to remove litter and trash from county roadsides. "So far, it's been very successful," Sullivan said. The neighbor refused again. Pryor called Davis later to say he had killed the victim and wanted help getting rid of the body, Hallett said. The two men retrieved the body from a wooded area in the vicinity of the 2200 block of NW 9th Place, where Pryor had thrown it after the killing, They transported the body in Pryor's truck to the hunting camp off State Road 24 in Levy County. Hallett said one of the most remarkable aspects of the case is that none of the college students in Madison Pointe Apartments reported the killing, nor did they report gunshots, even though it happened in their parking lot. After police knew the facts of the case, and began going door to door at the apartment complex to gather more information, students admitted they knew why police were there, Hallett said. The Levy-County Sheriff's Office is not investigating the case because the murder occurred in Gainesville, according to Lt. Evan Sullivan. He said Levy County was used solely as a place to deposit the body.
