CITY: Will look into alleged debt Continued From Page 1A "There is no basis for the county's charging $250,000 as an annual assessment," Witt said. "It does not recon- cile with the budget. There is no interlocal agreement showing the city was going to pay the county $250,000 each year for the past three years." Witt said he thought the question of the city's sup- posed debt of $750,000 to the county for past EMS had been settled. It is not, he conceded. "We'll just have to go to the county and get this resolved," he said. "They gave us 18 months. I think we can resolve it within 18 months." Columbia County I\anager Dale Williams also addressed the debt issue. The County Commission, Williams told the Lake City Reporter last week, requests full payment for EMS pro- vided in Lake City from Oct. 1, 2006 up to now. The commission believes the city owes the money and has the funds to pay it, he told interim City Manager Dave Clanton in a May .21 letter. Williams understands there is no interlocal agree- ment or contract mandating payment by the city to the county for the past three years' of EMS in the city. A new wrinkle adds to the conundrum, Williams said. The Columbia County Fire Department is convert- ing to become a fire and EMS department. The coun- ty is suggesting that the city convert its fire department to fire and EMS, and then the city will have its own EMS within its city limits, Williams said. Another. payment due from the city to the county, for either $50,000 or $100,000, is not seen as legitimate by the city either. The county says the city agreed to pay for lights at Annie Mattox Park. City Councilman Eugene Jefferson said that as chair- man of the Recreation Committee, he remembers the Florida Recreation Development Assistance Program grant for the park. The city paid its $100,000, Vice Mayor George Ward said, for its part of the FRDAP grant, which the city allowed the county to administer. Witt said a review of the grant will show if the city owes the county anything for lights at the park. Witt said he expects staff to help the council resolve this question by the next regu- lar City Council meeting in two weeks.
