Joseph Collins HSL-42 Detachment 10 "Phist Pumpers" home- ported at NAS Jacksonville recently deployed with the guided-missile frigate USS Klakring (FFG 42) for Southern Seas 2010 a U.S. Southern Command-directed operation that provides U.S. and international forces the opportunity to operate in a multi-national environment. These two units will work together in upcoming exercis- es to include UNITAS Atlantic, UNITAS Pacific, and CIT operations, as well as numerous port calls with planned community relations events. Southern Seas 2010 will not only highlight the naval experience and operating knowledge of HSL-42 Det 10 and Klakring Sailors, but also that of several allied nations, including Brazil, Argentina, Chile, Peru, Mexico and oth- ers. "This is an opportunity for a multinational exchange of ideas, knowledge and experience," said Lt. Cmdr. Brian Binder, HSL-42 Det 10 officer in charge. "This not only allows our naval forces to train together, but also provides a fantastic opportunity to improve upon and solidify part- nerships with our southern allies." Both Binder and the commanding officer of the Klakring, Cmdr. Scott Smith, are looking forward to community relations projects. They said that one of the deployment's key goals will be to spend time in various ports to experience the culture of each nation and most importantly participate in local activities that help build a better community. "I am excited for our guys to see some parts of the world they may not have otherwise visited, but also to experience the rewards of supporting other people," said Binder. "The crew of the Klakring and Det. 10 have trained together throughout multiple underway periods and are eager to participate in this once-in-a-lifetime deployment." "Klakring and HSL-42 Det. 10 Sailors -'Team 42' as we describe ourselves look forward to the opportunities both at sea and ashore to learn from our regional partners," said Smith. "This deployment is a first for most of us and will enhance the sense of adventure we all feel when we go to sea." Southern Seas 2010 allows U.S. and other forces to oper- ate in the multinational environment, refine coordination, improve interoperability and demonstrate flexibility. "Klakring will serve as a visible reminder of the United States' commitment to the Caribbean and South American countries," said Smith. Formally known as the Partnership of the Americas deployment, Southern Seas gives a distinct name to one of Commander, U.S. Naval Forces Southern Command's (COMUSNAVSO) deployments. It is the naval component command for U.S. Southern Command and is responsible for all naval personnel and assets in the area of respon- sibility. COMUSNAVSO conducts a variety of missions in support of the Maritime Strategy, including theater security cooperation, relationship building, humanitarian assistance and disaster response, community relations and counter-illicit trafficking operations. Klakring was in St. Lucia as part of the six-month Southern Seas 2010 deployment to Latin America and the Caribbean in support of U.S. Southern Command's Partnership of the America's Maritime Strategy. Hygiene items, textbooks and stuffed animals were a few of the materials donated to the hospital and school. Through the cooperation of numerous donors, Project Handclasp has shipped approximately 1.5 million pounds of charitable materials annu- ally for the past several years. In addition to the Project Handclasp pallets, 150 school textbooks were pre- sented to the St. Lucian Royal Police on behalf of the state of California. The books are to be given to the St. Lucian Learning Resource Center. Approximately 120 stuffed ani- mals were presented to the Micoud Preschool on behalf of Loving Hugs Inc. Clotilda Jenny Fevrier, executive director of Victoria General Hospital, said she was very pleased with the support given by the U.S. Navy, Sandals and Project Handclasp. "This is very good," said Fevrier. "The hospital is always in need, and I believe what has been given to us will be put to very good use. We welcome continuous support of this nature." Mary Clercent, assistant teacher at the Micoud Community School, echoed Fevrier sentiments. "We at the Micoud School are very appreciative of this kind gesture from the Sandals Organization and USS Klakring," said Clercent. Southern Seas is a U.S. Southern Command-directed operation and car- ried out by Commander, Destroyer Squadron (CDS) 40. This year's deployment includes CDS 40, Klakring and HSL-42 Det. 10 based at NAS Jacksonville.
