Ar " .' ..... . .. 2,A , -. Bullard announces candidacy for Superintendent of Schools THURSDAY, JULY 24, 2008 Continued From Page 1A been my joy to serve as a teacher, a school level administrator, and a dis- trict level administrator. I enjoyed each jpob in which I served, and I have never lost sight of the fact that no matter the job, one works "with" children and colleagues. I am a qualified candi- date having received my B.A., B.S., M.Ed., and Ed. Specialist degrees from Valdosta State College, now Valdosta State Uni- versity, Valdosta, Ga. I have also taken graduate level courses at Florida State University and did post graduate work at Harvard University, Cambridge, Mass. During my career in education, I was instru- mental in helping estab- lish the partnershipp"' program, a program of interactive learning that exists between the Flori- da Department of Envi- ronmental Protection, Division of Parks and Recreation and South Hamilton Elementary School. I was also instru- mental in helping pro- cure the grant writer and the Historic Preservation Grant that helped South receive nearly $200,000 in grant funds from the Department of State to restore much of the school's exterior wood- work and roofing. I was instrumental in helping establish the Full Service School Concept at Cen- tral Hamilton Elemen- tary - a concept that es- tablished after school and summer educational programs for a number of students in the district, as well as providing counseling services and social interactive work for a very needy student population. .. While serving as prin- cipal of Suwannee Ele- mentary East in Live Oak, a school with a stu- dent population of nearly 1,500 students, I was the first elementary principal to lead staff members in implementing the con- cepts of the prestigious Florida Reading Initiative that is part of the North- east Florida Educational Consortium (NEFEC). During my second tenure as principal at South Hamilton Elemen- tary School in White Springs, I led the stu- dents and staff members to the achievement level of the school being an "A" school two times out of the nearly three years I served as principal there. Again, I worked with. students, staff members, and the community to achieve this goal. For this accomplishment, I was recognized by the Florida Department of Education as an Outstanding Princi- pal. In addition to the grade of "A," South was the first school in the Hamilton County School System to receive Ade- quate Yearly Progress or (AYP) as denoted by a portion of the "No Child Left Behind" federal leg- islation. While at the district level in Hamilton Coun- . ty, I served as Director of Operations, late Director of Administrative Ser- vices. In that capacity, I helped implement a computerized system for mainstreaming mainte- nance requests and work orders. I also wrote the District's STAR Plan, a plan adopted by the state of Florida that provided merit pay for teachers for a year. Hamilton County was one of the first twelve districts in the state of Florida, and the only district of our size, to be approved by the Cabinet and the Florida Department of Educa- tion. At the district level I also assisted in writing a portion of the Hamilton County School District's Comprehensive Reading Plan. As for community ser- vice, I was selected Citi- zen of the Year by the Hamilton County Cham- ber of Commerce in 1993. I served, as the president of the Stephen Foster Cit- izens Support Organiza- tion from 1989 till 2004. During those years, we saw the organization grow from a very small group to being among the five largest support organizations in the state with net assets worth several hundred thou- sand dollars. It was my honor to serve as a mem- ber of the prestigious Florida Folklife Council for five years. During those years, I served on this council appointed by the Governor and the Secretary of State as chair and vice-chair. I was in- strumental in that capaci- ty in including a chil- dren's area at the annual Florida Folk Festival and drafting a "framework" for Folklife in Education that was adopted as a na- tional prototype. I served as president and in many other offices on the White Springs Historic Preservation So- dciety and was instrumen- tal in having a large number of structures in White Springs, including the South Hamilton PCS employee Continued From Page 1A was performing his job duties. The PCS Emergency Response Team re- sponded as did Hamil- ton County Emergency Medical Services per- sonnel. Waters was flown by helicopter to Shands at UF where he is listed in stable condi- tion. The exact circum- stances of the accident are unclear. An investi- gation is underway to determine, the cause and, Sto eliminate the possi-, bility of a recurrence, said Williams. PCS General Manager Ken Thornton, speaking` on behalf of all of the company and its work- ers, said his thoughts and prayers were with the family during this difficult time. t:n4w Co utyvens, please contact iC 14isplc. iiu (386) 792-2487., 1-800-525-4912. I am a member of First Baptist Church of White Springs, and, for the past 20 years, I have coordi- nated the annual Easter Sunrise Service at Stephen Foster. I am also a member of the Hamil- ton County Chamber of Commerce and B.P.O.E. #893, Lake City. My educational philos- ophy is a simple one - "Children may not al- ways remember what we tell them or taught them, but they will always re- member how we made them feel." I have always been a caring, compas- sionate educator, and I truly love children and know they are our future and the citizens of tomor- row who will shoulder a great deal of responsibili- ty. As an educator, I be- lieve that we must all work together to make our school system all that it can be. This begins with being POSITIVE and PROACTIVE and in being a LEADER who is willing to LEAD. If elected your superin- tendent, I will never lose sight of the fact that I am your public servant and. everyone in the school district works "with" me and not "for" me to make the district a positive. place for children to grow and learn. I will work with everyone to insure that we are mov- ing "Forward for Our Children." I solicit your vote and support in the upcoming election on August 26.
