BY GREG GILES STAFF WRITER Three area Community Health Action Teams regis- tered their dismay by letter last week at proposed cuts to school safety liaisons. But it wasn't enough to save the positions, which were axed in writing when the school. administration presented a new draft budget at a workshop by the Sara- sota County School Board on Tuesday. The Laurel, Osprey, Venice and Nokomis, North Port, and Englewood CHATs sent indi- vidual letters to the Sarasota County School Board after hearing about a proposed 5- percent reduction in pupil support services. . That would result in the loss of three of four safe- school liaison positions and 0.4 of a school psychologist position, according to Diane Ramseyer, CHAT coordinator with the Florida Department of Health. Together, they provide in-service train-" ing to staff and special pre- sentations and services di- rectly to students. Barbara Kochmit, LOVN CHAT co-chairwoman, said she's concerned about the "reduction in, professional development opportunities for staff in areas of substance1 abuse, violence prevention,, mentoring and character education" throughout the school district. Her letter asks the school board to reconsider the re- duction in safe-school liai- sons. "The LOVN Community Health Action Team is con- cerned about this reduction because we believe these liaisons are critical to serving youth in our community," Kochmit said. The LOVN CHAT letter to the school board, dated May 30, not only said it opposed the proposed cuts, but identi- fied the need for additional support and resources. "The safe school liaisons ... are a critical link to the school system one which we hoped to strengthen in the coming year," Kochmit said., Crucial link ...a. i: "I the" North Port CHAT group cited a 2003 study by the National Institute on Drug Abuse that states, "If possible, school-based prevention pro- grams should be integrated into the schools' academic programs because school failure is strongly associated with drug abuse." "With the exception of the DARE and school-based pro- grams, no prevention funds or programs are offered to youth in North Port," said Dr. Lee Gross, North Port CHAT co-chair, in his letter. "Based on reports from the North Port Police Force, DARE officers and local mental health counselors, substance abuse among the youth is a critical problem in North Port, and is perhaps more pervasive (here) than in other Sarasota commun- ities." Relatively few resources in the community are directed toward prevention and inter- vention for youth in North Port, he said. Gross pointed to the same study, which states, "For every $1 invested in prevention, there is a saving of up to $10 in treatment of alcohol and, fisi^i bstariicabuse.^'^" i Based on Sarasota Youth Survey data and this re- search, in 2004 the North Port CHAT established a strategic goal of increasing resources available to the community to address sub- stance abuse and mental health needs in North Port. "The CHAT has supported a subcommittee on substance abuse, which has been devel- oping relationships with the school nurse, safe-school liai- son and others to try to de- velop a collaborative ap- proach to addressing youth prevention in North Port. "Safe-school liaisons can be a vital link between the community and schools with regard to such initiatives.
