(2) Define the cost-benefit accounting data if possible, try to find monetized or non-monetized (qualitative) measures of costs and benefits. (3) Plan modelling effort. Begin setup of data entry process. Acquire any needed software. (4) Hire research assistant. Goal: Preliminary outline of cost-benefit analysis and status report on data collection efforts. Stage II: Summer 1997 (May through August) (1) Collection of Data by research assistantss. (2) Begin modelling effort, calculation of costs and benefits. (3) Scenario modelling?: Possibly some "What If..." scenarios. Goal: Updated report with preliminary statistics Stage III: Winter 1997 (September through December) (1) Finish data collection (2) Pull data together Goal: Final cost-benefit analysis to be ready by January 1, 1998.
