PHASE TWO PROPOSAL PROCESS The five states which did not receive funding for actual preservation work in phase 1 (California, Connecticut, Florida, Nebraska, and Texas) will automatically be included in the phase 2 proposal and need not submit expressions of interest in participating. Funds will be requested for them to preserve the top ranked state and local materials they identified in phase 1. In addition, funds will be requested in phase 2 for another 7 states to identify and rank their state and local literature. Depending on the estimated size of the literature in these states and the level of funding we request, one or more of theses additional 7 states may also receive funding for preservation in phase 2. States which do not receive funding for preservation in phase 2 will automatically be included for preservation in phase 3. As with the phase 1 proposal, preservation consultant Carolyn Clark Morrow will be retained to work with the land grants in writing the phase 2 proposal. Carolyn will commence work in January and plans to complete the proposal by April 1997. The proposal will be submitted by Cornell University, which administers the project, on behalf of USAIN and the states involved. We are grateful to USAIN and the National Agricultural Library for funding the consultancy, which is instrumental to our success in this endeavor. The consultant will ask each state to supply the following components for inclusion in the proposal: * Preservation profiles describing: I. state and institutional preservation programs, capabilities and activities; 2. project staff and their responsibilities, and the selection of a microfilming vendor; and 3. professional backgrounds of each of the scholars on the review panel. * A detailed and a summary project budget in conformance with project guidelines. * Descriptions of the literature, including: 1. a compelling essay on the history, significance, and unique characteristics of agriculture and rural life in your state, 2. an estimate of the size of the universe of publishing in the subject scope; and 3. a description of a variety of interesting examples of the kinds of publications which document your agricultural history and why they are important to preserve. Biographical statement on project staff EXPRESSIONS OF INTEREST SOLICITED States wishing to be included in the phase 2 proposal are asked to submit written expressions of interest by January 10 to Sam Demas, Project Director. A letter expressing interest in participation should address the following points: Capability and commitment of the institution to undertake the scope of work, i.e. compiling a comprehensive bibliography of the relevant state and local literature, conducting a scholarly review process to set preservation priorities for this literature, and conducting preservation microfilming and attendant processing and bibliographic control to national standards.
